Can France's interior minister really confiscate your residency permit?

After a foreign national was caught on video lighting his cigarette from the flame on the Tomb of the Unknown Soldier in Paris, France's interior minister has told French media that he "will revoke the man's residency permit" - but does the minister actually have the power to do this?
