Chile launches plan for police reform

Chile's government has launched a plan to reform the police and increase accountability. Officers have been accused of abuse of power, corruption and human rights violations. Training for new police recruits has been doubled to two years, emphasising human rights and acceptable use of crowd control weapons. But questions remain about the speed of change, and the sincerity of the process.
