Corneille Nangaa, former election chief, now leads the Congo River Alliance, including Rwanda-backed M23 rebels. They control parts of North Kivu, claiming to fight bad governance, but the DRC, UN, and others blame Rwanda. Nangaa, once sanctioned for electoral fraud, now faces a death sentence for treason.
