Domestic violence commissioner warns abuse victims 'not being put first'

The domestic violence commissioner for England and Wales has told Sky News the victims of domestic violence are "paying the price for prison overcrowding". Thousands of offenders will be released after serving a third of their jail term, under plans proposed in a sentencing policy review.
