Israel is set to discuss a plan to build over 3,400 illegal settlement units in the occupied West Bank. The E1 plan, dating back to the 1990s, would divide Palestinian territory and link settlements to Jerusalem. Critics, including the US and EU, warn it threatens the two-state solution by cutting the West Bank in two. Israel has already expanded Jerusalem’s boundaries and built walls isolating Palestinian towns. The new construction would deepen fragmentation, creating disconnected Palestinian enclaves or “cantons.” Palestinians fear this will make a viable state with East Jerusalem as its capital impossible.
