Prisons minister: 'We have inherited a complete mess'

Prisons minister Lord Timpson joined Sky's Sophy Ridge on her trip to Preston prison, ahead of the prison sentencing review. He said that "too many people are reoffending and that the Labour government had inherited a justice system in a complete mess."
