A government deportation deal with France – designed to deter small boat crossings – has been beset by delays and legal challenges.      The first few migrants detained in Dover as part of the so-called one-in-one-out scheme were meant to be on a flight to France on Monday. That didn’t happen.      And even when the first deportations do begin, there is a cap on the number of people who can be returned. So, what is the government trying to achieve?      Danny Shaw, former adviser to Yvette Cooper – who was home secretary until last week – explains what the policy is and how it should work.
