US special envoy for Ukraine and Russia Keith Kellogg blamed Ukraine's president Volodymyr Zelenskyy for the US decision to cut aid and intelligence to Kyiv, saying the Ukrainians 'brought it on themselves'. Speaking at an event at the Council on Foreign Relations, Keith Kellogg said: 'You don’t negotiate peace discussions in public. You don’t try to challenge the President of the United States in the Oval Office'.
