Germany has upset its NATO allies by refusing to send arms to Ukraine. Berlin says the export of lethal weapons to the region could increase tensions with Russia. The UN Security Council will meet later today for its first discussion of Russia's military buildup along the border of Ukraine. If the meeting goes ahead, it would see Russia's UN ambassador square off in public against those of the US, Britain and other states. US lawmakers are also readying further sanctions on Russia in case it invades its southern neighbor.
