China has begun building a 60,000 megawatt hydropower complex at Medog in Tibet on the Yarlung Tsangpo river. New Delhi fears sharp dry-season reductions in flow and has accelerated its own Upper Siang storage project as a buffer, while Beijing says its design will not alter downstream water.
